Looking for picture management software

Hello,

I don't know if this is the right group for my question. If not, I
apologize and a hint for a better group would be nice :-)
I am looking for a software to manage my pictures. I want to be able to
add something like a comment or subtitle to the picture and to generate
HTML galleries (where the subtitles should appear) which I want to
incorporate in my homepage.
It should be for free or not too expensive.

Any Ideas?

I think freeware GIMP does that, check out www.GIMP.org (GIMP is
basically a photoshop clone that is free for ever).
