Is there a free viewer for WIndows which rotates a jpeg by dragging?

Not by entering a number of degrees. (Like Irfanview does in its Custom/
Fine Rotation feature.)

E.G. To read the chip letters on this jpeg.

Hit F12 (or go to Edit -> Show Paint Dialog) and there's a straighten
tool in Irfanview.

Draw a line to show it what horizontal should be and it rotates. So
much quicker and easier.

If you don't have too many, either Irfanview or XnView rotate,
but you will have to enter numbers.
Now to a more serious matter:

1) Cut your nails. Terrible hygiene keeping them that long.
2) Cut them ACROSS, or they will become in-growing. See the edges ?
3) Is that a patch of fungus on the side , or a chemical burn ? Treat
it.

I reckon Google's Picasa has a *great* straighten function. Yer just
hit the straighten function, and a grid goes over the whole pic - then
drag it left or right to bend it that way or the other - using the grid
to line something up to. Done!.

Photoscape has a nice rotation tool that is similar to the one in
Google's Picasa.
